Guiding Principles

Reopening the campus will align with the university’s guiding principles:

  1. Health and safety come first: Protect the well-being of our students, faculty, staff, and patients – and be there for our neighbors and local community.
  2. Decisions will advance our mission: Ensure the excellence and continuity of our educational programs, student activities, and research, while promoting access and equity.

The USC Campus Restart Phase 3 conforms to City of Los Angeles “Safer at Home” Emergency Orders, other local orders and ordinances of the City of Los Angeles and Los Angeles County, as well as the State of California’s Resilience Roadmap. The USC Phase 3 guidelines provide guidance for all USC operations in Los Angeles County, except for patient care facilities. Since there may be circumstances unique to a USC location, there may be instances that require an adaptation of the guidelines. Please check with your unit or department if an exception is required. USC will typically follow the opening directives of local, state, and federal governments and agencies.
